Etnik yapı ile başkanlık sistemi arasındaki ilişkinin tespiti ve sistemin ülkemizde uygulanabilirliği

Abstract

Gelişen dünya düzeni ile birlikte, sistemler sürekli bir dinamizm içindedir. Bugün demokrasinin olduğu ülkelerdeki hükümet sistemini belirleyen durum kuvvetler ayrılığının birleşmiş veya ayrılmış olmasından kaynaklanmaktadır. Hem parlamenter sistem hem başkanlık sistemi kuvvetler ayrılığına dayanan sistemlerdir. Son yıllarda ülkemizde yaşanan siyasi sıkıntıların halkın refah düzeyini azaltması sebebi ile ülkedeki mevcut hükümet sisteminin değişmesi üzerine çeşitli tartışmalar yaşanmıştır. Bu sıkıntıların yaşanmasında elbette Türkiye'nin içinde bulunduğu etnik yapının çok çeşitli olmasının da etkisi büyüktür. Sistemin değişmesi ve onun yerine başkanlık sistemi gelmesi talebi üzerine ülke farklı görüşlerin yükseldiği bir siyasi kaosun içine doğru sürüklenirken, bu kez ile başkanlık sisteminin Türkiye'de uygulanmasının avantajları ve dezavantajlarının ile uygulanabilirliği, etnik yapı da eklenerek incelemeye çalışılmıştır.

With the developing world order, the government management systems are in an enduring dynamism act. Nowadays, the situation, which determines the government system in the countries where democracy exists, is derived from the separation of powers' being or divided. Both parliamentary system and presidential systems are management systems based on the separation of powers. In the recent years, there are various discussions abouth changing the existing government system in Turkey because of the political problems' decreasing the welfare level of nation. The variety of ethnic structure Turkey is included, has been playing a great role on experiencing these problems princely. Upon the demand for changing the government system and applying the presidential system, Turkey is dragged in to a state of chaos with the rising of different views, by means of this thesis the advantages and disadvantages of the presidential systems and its applicability are examined and evaluated and evaluated with adding the ethnic structure.
